I can't recommend Reza from Prosafe Plumbing & Mechanical enough. He's super patient and explains everything thoroughly. He never makes decisions in haste — he thinks things through end to end, guides you on what's best, and still lets you make the final call. When I had an emergency, he made himself available, came right down, and prioritized getting it sorted. On top of all that, he's a genuinely nice human being.
Plumbing repairs &
leak detection.
We find hidden leaks and fix them properly, and take care of the everyday repairs: toilets, faucets, shut-off valves and outdoor taps, at published prices, across the North Shore and Metro Vancouver.
Prosafe finds and repairs leaks, from a running toilet to a hidden pipe in a wall, and handles the everyday repairs: toilets, faucets, shut-off valves, outdoor taps and appliance hookups, most at published prices. On request, we give you a signed report that documents the leak and confirms the repair: the proof a city asks for before it credits a water bill, and the record your insurer needs.
What a leak looks like before you can see it.
- A water bill that jumps with no change in use, or a meter that moves with everything off
- The sound of running water when every tap is closed
- A toilet that refills on its own, or hisses
- Stains, bubbling paint or a musty smell on a wall or ceiling
Two checks you can do: the toilet dye test (a few drops of food colouring in the tank, no flushing, 15 to 30 minutes), and, if you can see a meter, closing the main shut-off: if the meter stops, the leak is inside the house. Both come from the cities’ own guides (Vancouver, West Vancouver).
Narrowed down, not guessed.
For a leak hidden in a wall, we use a moisture meter to find the affected area, open only the section we need and repair the leak. For sewer and storm lines, we use a camera inspection and a line locator to find the problem. Then we test the repair and, on request, write up what we found and fixed in a signed report.
Find
A moisture meter shows the affected area of the wall. On sewer and storm lines, a camera and a line locator show where the problem is.
Open small
Once the area is known, we open only the section we need to reach the pipe, and protect the room around it.
Repair and record
The repair is tested, and on request your signed report names the leak, where it was and how it was repaired.

Will your city credit the water you lost?
It depends on whether your home is on a water meter and whether your city has a leak credit. Plain-language summaries, each with its official source. Always check your city’s current terms.

|---|---|---|---|
| City of North Vancouver | Homes with a new or replaced service connection are metered. | Yes, for a metered account, at the City’s discretion, when you could not reasonably have known about the leak and it is repaired within 96 hours of the City’s notice. | An attestation from the qualified person who repaired it: that there was a leak, that it is properly repaired, and that it explains the extra use. The excess is billed at half the rate. Source: Bylaw 6417, s. 705 |
| District of North Vancouver | No. Houses pay an annual flat rate; fewer than 1% have a meter, through a pilot. | No leak credit in the water bylaw. | Not applicable on a flat rate. Source: District report, 2025 · Bylaw 2279, s. 40 |
| West Vancouver | Yes, every home. | Yes, for a leak on the buried line between the meter and the point where the pipe enters the house. | A written request within 30 days of the bill, with an attestation from the firm that repaired it. The excess is billed at 25% of the volume fee, plus an administration fee. Source: Bylaw 5260, s. 13.7 · adjustment form |
| Vancouver | All multi-family buildings, and houses built or renovated since 2012; every customer by 2040. | Yes, for an underground leak between the service pipe and the building, once repaired. Above-ground and fixture leaks do not qualify. | Documentation of the repair, such as a plumbing invoice. The City’s page asks for the repair to start within 2 weeks of notice and adjusts up to 6 months. Source: metering · high water use |

Questions homeowners ask us about leaks.
How much do plumbing repairs cost?
Toilets, faucets, shut-off valves, outdoor taps and appliance hookups have published prices for standard, accessible work, and a second toilet or faucet on the same visit costs less. A standard floor-mounted toilet replacement starts at $499. Taking away and disposing of the old toilet is $35 per toilet, added to that price. Hidden leaks are quoted after we find them, because the price depends on where the pipe is and what covers it. If we need to visit first, that visit is a $99 + GST assessment, paid before the visit and credited toward the repair when you go ahead.
Will my city credit my water bill after a leak?
Only if your home is billed by meter and your city has a leak credit. West Vancouver, the City of North Vancouver and Vancouver do, each with conditions: West Vancouver and Vancouver credit only buried leaks on the service line, and all three ask for proof of the repair. The District of North Vancouver, Port Coquitlam and Port Moody bill houses at a flat rate. On request, we give you a signed report that documents the leak and confirms the repair, for a water bill adjustment or your insurer.
How do I check my toilet for a leak?
Put a few drops of food colouring in the tank and do not flush. If colour shows in the bowl after 15 to 30 minutes, the flapper or seal is leaking. Vancouver and West Vancouver both publish this test, and West Vancouver notes toilets are the most common indoor leak.
How do I tell if a leak is inside or outside the house?
If you have a meter you can see, turn off all water use and watch it. Then close the main shut-off where the water enters the house: West Vancouver’s guide says if the meter stops, the leak is inside the house. Vancouver asks that only a plumber or a qualified person open the City’s meter.
Do I need a permit to repair a leak or replace a toilet?
Usually not. Repairing a leak needs no plumbing permit in the City and District of North Vancouver, Vancouver, Burnaby and Coquitlam, or for a minor leak in Port Coquitlam, and replacing a fixture in the same spot is exempt in several of them. Moving a fixture or adding a new one does need a permit.
What kind of new toilet is allowed?
New toilets in BC must use no more than 4.8 L a flush; outside Vancouver, a dual-flush toilet of 6 L and 4.1 L also qualifies. In Vancouver even the full flush of a dual-flush toilet is capped at 4.8 L. Check the label before you buy.
