A Port Coquitlam rule

Every home needs a pressure regulator.

Port Coquitlam's waterworks bylaw is unusually direct: every water service connected to the City system must have an approved pressure regulator, installed as close to where the water enters as practical, with a strainer in front of it, holding the pressure at 85 psi or less. The regulator and strainer must stay accessible so the strainer can be cleaned.

The City's plan notes that pump stations keep the pressure up in higher areas such as Mary Hill and Citadel Heights, so pressure is not the same everywhere in the city.

Backflow, permits and your water service.

Plain-language summaries of the official rules, each with its source. Always check the current version for your property.

Backflow

Every device, tested every year

Every cross connection must be protected by a CSA-listed backflow prevention device, and every device is tested every year, counting from its final inspection date. A certified tester submits the results on the City's form, which costs $30. The ticket for failing to provide the test is $250. Reza is a BCWWA-certified backflow assembly tester.

Permits

A permit before any plumbing change

A plumbing permit is needed before installing, repairing or altering plumbing, and for replacing a water service on private property. Clearing a stoppage or fixing a leak without rearranging pipes does not need one. Contractors apply with proof of trade qualification and a Port Coquitlam business licence, and inspections are booked online. We take out that licence once your job is booked, before work starts.

Your pipes

Leave the curb stop to the City

Owners are responsible for the water service pipes on their property, which the bylaw says must be buried at least 24 inches deep. The City asks residents to call it to operate the curb stop, and a resident or plumber who damages one pays for the repair. The bylaw calls for a stop and waste tap just inside the outer wall.

Billing

A flat water fee, so leaks hide

Single-family homes pay flat annual water and sewer fees ($646 for water and $648 for sewer in 2026), not by the litre. So a hidden leak on your side does not show on the bill.

Questions Port Coquitlam homeowners ask us.

Does my Port Coquitlam home need a pressure regulator?

Yes. The City's waterworks bylaw says every water service connected to the City system must have an approved pressure regulator installed as near the point of entry as practicable, with a strainer ahead of it, reducing the pressure to 85 psi or less (fire lines and lawn sprinklers aside). The regulator and strainer must be easy to reach, so the strainer can be cleaned. We check, clean and replace them.

Does a backflow preventer need testing every year in Port Coquitlam?

Yes. The City's building and plumbing bylaw requires every backflow prevention device to be tested every year, counting from its final inspection date, by a certified tester, with the results submitted on the City's form ($30 per form). The City's ticket for failing to provide the test is $250. Reza is a BCWWA-certified backflow assembly tester.

Can I turn off the water at the curb stop myself?

No. The City asks residents to call it to operate the curb stop, and a resident or their plumber who damages one pays for the City's repair. That is one reason to have a working main shut-off valve inside the house; the City's bylaw calls for a stop and waste tap just inside the outer wall.

Will a leak show up on my water bill in Port Coquitlam?

Not for a single-family home. Homes pay a flat annual water fee ($646 for water in 2026), so a hidden leak costs you in damage, not on the bill. The pipes on your property are yours to keep in repair.

Do I need a permit to repipe in Port Coquitlam?

Yes. The bylaw requires a plumbing permit before installing, repairing or altering any plumbing, apart from clearing stoppages or repairing a leak without rearranging pipes. A contractor applies with proof of trade qualification and a Port Coquitlam business licence, and inspections are booked online. We take out the Port Coquitlam business licence once your job is booked, before work starts, then apply for the permit and book the inspections at no extra service charge; the City’s permit and inspection fees are charged at actual cost, with no markup.
